This comes from the verb 知る(しる)to know, feel, understand.

Meaning; Notice




This will often be written in red...

Reading; けい・こく
Meaning; Warning, advice.

The first character is used for police 警察(けいさつ)and means admonish or commandment.
The second 告(こく)means tell, inform.
